Innovatiebeleid: Rijk, regio of beide? Een betoog op basis van economische literatuur en de Nederlandse context

Innovatiebeleid heeft als doel om de ontwikkeling en het gebruik van nieuwe kennis te bevorderen. Het Rijk voert een actief innovatiebeleid, maar ook lagere overheden trachten innovatie te bevorderen. Dit artikel betreft het stimuleren van innovatie door bedrijven met subsidies en belastingfaciliteiten 1 . Het artikel betoogt dat de focus van dit beleid zou moeten verschuiven naar lagere overheden. Een voorwaarde is dat zij meer ruimte krijgen voor eigen belastingheffing. Paragraaf 1 gaat na wat de economische literatuur zegt over redenen voor overheidsingrijpen en de optimale ruimtelijke schaal van beleid. Vervolgens wordt dit in paragraaf 2 gekoppeld aan de bestaande verdeling van taken tussen overheden in Nederland. Tot slot volgen conclusies in paragraaf 3.
