Het publiek belang van geldvoorziening en kredietverlening

Dit artikel benoemt drie publieke belangen in de monetaire sfeer waarbij voor borging overheidsbemoeienis nodig is, namelijk (i) inflatie rond 2%; (ii) goede schuldverhoudingen in een stabiel financieel stelsel en (iii) voor iedereen toegankelijk betalingsverkeer. Een analyse op basis van een consistente modellering van de relatie tussen geldvraag en kredietverlening volgens een gesloten nationale boekhouding van balansen toont dat bij deze borging het niet nodig is dat de overheid zelf de geldvoorziening volledig ter hand neemt. Adequate regulering van het bankwezen voldoet. Wel verdient het aanbeveling bij wijze van back-up te voorzien in een soort elektronische bankbiljetten, waarbij ook in geval van calamiteiten betalingsverkeer mogelijk blijft.
