Maatschappelijke kosten-batenanalyses (MKBA's) voorzien beoogde publieke voorzieningen van een wetenschappelijk beredeneerd voorstel voor een maatschappelijke waardering. Omdat interventies in de leefomgeving (natuur, milieu en ruimte) altijd winnaars en verliezers opleveren, zullen criteria als doelmatigheid en milieukwaliteit van de onderzochte oplossingen gewogen moeten worden met overwegingen van rechtvaardigheid en legitimiteit. Daarbij vereist evenwicht tussen wetenschappelijk inzicht en het primaat van de politiek in de ordening van waarden dat beleidsanalytische expertise vanaf het eerste begin bij de besluitvorming wordt betrokken. In dat licht schenkt dit artikel veel aandacht aan de wijze waarop de politiek omgaat met MKBA's als beleidsonder-steunend instrumentarium.
